PH govt must now ACT on the IGP suspension and bring a RCI on the DOU 'disappearance'

Human rights group calls for IGP's immediate suspension

Malaysiakini  |  Published:   |  Modified:
Human rights group Suara Rakyat Malaysia (Suaram) has called for Inspector-General of Police (IGP) Mohamad Fuzi Harun to be suspended immediately over allegations of misconduct in the police force in relation to the disappearances of pastor Raymond Koh and activist Amri Che Mat.
This is in light of Prime Minister Dr Mahathir Mohamad’s announcement yesterday that a new investigation would be launched based on the Human Rights Commission’s (Suhakam) findings on the pair’s disappearance, but only after Fuzi retired next month.
In a statement yesterday, Suaram executive director Sevan Doraisamy objected to the premier’s announcement and the decision to allow Fuzi to remain as the country's police chief until his retirement.
He said: “With such severe allegations against the police, specifically the Special Branch, the person in charge of the Special Branch at the time, who is now also the IGP, cannot continue to serve in the police.
“Any delay in suspension of the IGP would only be an insult to the rule of law and continue to tarnish the reputation of the police.”
He claimed that the police had “clearly failed” in its duties to probe the disappearances of Koh and Amri, and another two individuals, pastor Joshua Hilmy and his wife Ruth.
'Ample opportunity'
Doraisamy added that the police had been given “ample opportunity to provide adequate evidence” to disprove the allegations and evidence produced throughout the inquiry, and that no party should claim that the finding of the inquiry was merely hearsay.
The failure to identify the perpetrators and resolve the disappearances fell squarely on Fuzi, he said.
He emphasised that Fuzi must be held responsible to send a clear message to all civil servants that they are accountable for any misconduct or dereliction of duty.
“Any delay would only allow a person who has failed the country, the four disappeared individuals and their families to continue to enjoy the benefits of the office of the IGP and further besmirch (the police’s) reputation and credibility,” he said.
On Wednesday, Suhakam revealed its findings on the inquiry held into Koh and Amri's disappearances in 2016 and 2017 respectively.
The human rights commission claimed that the police Special Branch was responsible for the pair's abduction and demanded an independent taskforce to look into the disappearances.
At the time, Fuzi was heading the Special Branch.
PH govt must now ACT on the IGP suspension and bring a RCI on the DOU 'disappearance'. OR let us bring a MASSIVE peaceful RALLY in place with 100K strong crowd!!!

Suspend IGP over abductions, NGO Caged urges Home Minisiter

PETALING JAYA: The Citizens Against Enforced Disappearances (Caged) is urging Home Minister Tan Sri Muhyiddin to suspend current Inspector-General of Police Tan Sri Mohd Fuzi Harun (pic), who was special branch head, when activists Amri Che Mat and Pastor Raymond Koh were abducted.
After the Human Rights Commission of Malaysia (Suhakam) concluded that the police were responsible for the abduction of both activists, the NGO also wants several police officers to be suspended and questioned for their lies to the Suhakam inquiry panel.
It also called for open investigations against former IGP Tan Sri Khalid Abu Bakar for allegedly lying to the nation.
"It is time to restore public confidence in the police and fulfil the expectations of the laypersons who helped the Inquiry find the truth.
"If the Home Minister does not take the above actions, we will know he lacks the courage to establish justice in our nation. He should be replaced with someone who will not be a puppet of the police," Caged said in a statement on Thursday (April 4).
It also called for the public rebuke of the police force for boycotting Suhakam panel's announcement and release of its findings on the public inquiry on Wednesday (April 3).
Caged also wants the government to table the IPCMC bill and publish a time-bound plan to execute all the actions listed by the Suhakam panel.
Caged had, in April 2017, delivered a memorandum to Suhakam, asking them to investigate the abductions of Amri, Pastor Koh, and Joshua and Ruth Hilmy.
Home Minisiter must act on abductions NOW! or RESIGN.

TIME FOR PH GOVT. TO CLEAR UP SB INVOLVEMENT WITH ABDUCTIONS OF 4 PERSONS

Ahmad Zahid: I did not order cops to kidnap missing duo

03 APR 2019 / 14:07 H.
KUALA LUMPUR: No orders were given by the Home Ministry to Bukit Aman’s Special Branch (SB) to abduct Amri Che Mat and Pastor Raymond Koh (pix) in 2016 and 2017 respectively, according to Datuk Seri Ahmad Zahid Hamidi.
The former deputy prime minister said neither him nor the ministry’s secretary-general Datuk Seri Alwi Ibrahim had given any such directive, after the Human Rights Commission (Suhakam) concluded that the SB was involved in the pair’s disappearance.
“There is no such directive given by me or the ministry’s secretary-general (to kidnap Amri and Koh),” he told reporters at the Parliament lobby, here, today.
Suhakam had, earlier today, tabled its findings of its public inquiry into the disappearance of Amri and Koh, and concluded that they were victims of “enforced disappearance”, and that the perpetrators were members of SB.
The police were however not present at the announcement of the findings.
Commenting further on Suhakam’s report, Ahmad Zahid said the finding that the police was also involved in Amri and Koh’s disappearance have to be respected.
“But at the same time, we must also respect the police institution, and in this matter, any investigation that needs to be carried out must be done professionally.
“And because the matter happened so long ago, the case has to be handled meticulously,” he said.
Koh, who was the founder of NGO Harapan Komuniti, was kidnapped by a group of men in Petaling Jaya on Feb 13, 2017, with CCTV footage showing at least 15 men and three black SUVs involved in the abduction.
Amri, the co-founder of welfare association Perlis Hope, meanwhile has been missing since Nov 24, 2016.
